@Susan60 Majority of humans won't do the right thing to protect community unless it's mandated first & then people get used to it. Very few of us humans will do the right thing for community safety - if it impedes or feels like it impedes on our personal lives & status quo comforts.
This has been the case from getting mandatory seatbelts in all motor vehicles to banning all indoor smoking. Both were public safety mandates that many citizens were angry about & didn't want enacted. Both have been normalized via public safety first mandates.

I'm blessed in my job by being overseen by a great & functional Board of Directors. I've been on seven boards and reported to four more, and it's easy to see trends.

When you get a small group of people together working on a common cause, there's a innate group dynamic that forms, and we see it in every committee-led org like HOAs, condo boards, NPs, community leagues, and summer village Bridge tournament organizing teams.

Humans naturally fall into specific roles when in a pack, often without intent. It's been studied and is quantifiable, because it's how we're socially hardwired
Like I said, I'm blessed to be reporting to a board whose visions and actions I trust, because in others I've experienced, it became a real-life enactment of the Stanford Prison Experiment. Give random people a little power, and they channel their inner Vlad the Impaler
