Apparently, I'm the one "trolling" when I say #darktable actually lets you scroll modules with the scroll wheel when the mouse cursor is on right side of that bar, not only when it's over that bar… 
@devnull You have to careful where that pointer is when you scroll. Unwanted changes otherwise.
@Dero_10 I know. The scroll wheel is used to move the currently active slider when the pointer is the modules zones. You can even use scroll wheel + Ctrl for fine and + Shift for coarse adjustments
If you have unwanted changes, you can always Control Z.
My points were
- "you don't actually to have to point over the scroll bar", unlike some people pretended
- It was expect you can't scroll if the mode pointer is over the modules areas since it's used to adjust sliders
