Subject: Senior Leadership Announcement From: FEMA-Chief of Staff To: FEMA-ALL Fri 4/4/2025 10:10 AM Good afternoon, I am pleased to welcome Mr. Geoff Harbaugh to FEMA as our Associate Administrator for External Affairs. Mr. Harbaugh is transitioning to government service from broadcast media and brings extensive experience in crafting narratives and simplifying complex news stories for a wide audience. This experience will be invaluable in enhancing communication strategies, engaging effectively with the public, and promoting the agency's mission. We thank Mr. Lucas Hitt for serving as Acting Associate Administrator for External Affairs and his prior service as Deputy Associate Administrator for External Affairs, and we look forward to his service in his new role as Deputy Assistant Administrator for Response.
